Wgat if person X hasnt got a p.c where they live they have to use a libary and can only visit so often or the p.c is broke etc?

It has come to my attention that there are many new members joining that haven't posted once, and some of which have not even visited! Have they been emailed, and if not, can they be? When I look at the member list it is extremely annoying to see that almost a whole page of members have not posted!
